big focus is on the fiscal cliff. washington has less than 48 hours to make a deal before billions in tax increases and spending cuts take effect. senate negotiators stayed late into the night trying to work out a plan that would pass a vote. both houses of congress would convene later this afternoon in a rare sunday session. in his weekly address, the president took his message directly to the public calling for congress to come together to pass a deal. >> for the past couple months, i have been working with people in both parties with the help of business leaders and ordinary americans to come together around a plan to grow the economy and shrink our deficits. it's a balance plan. one that would protect the middle class, cut spending in a responsible way and ask the wealthiest americans to pay a little more. and i'll keep working with anybody who's serious about getting a comprehensive plan like this done because it's the right thing to do for our economic growth. but we're now at the point where in just a couple of days the law says that every american's tax rates are going up.

negotiations on capitol hill stall in the final hours to avert falling over the fiscal cliff. senate leaders need to put something together to avoid tax increases for just about everyone and big spending cuts. senator claire mccaskill says a make or break deal comes down to a few lawmakers on the topic of raising taxes for the wealthy. >> it remains to be seen whether the republicans being driven by a very extreme group of house members will allow our economy to hurt because of their sdrir to protect moulty millionaires in this country. that's what it's going to boil down to. republican representative tom cole says he's confident that boehner can get the votes he needs. >> on the speaker's plan, he had over 200 republican votes, it's not as if he doesn't have an awfully strong hand to play. if it's a deal that john boehner can accept, it will be passed in a bipt manner with a very strong majority. if on the other hand he's neutral and not favorable, his chances will be a lot slimmer. >> lisa desjardins following the news on capitol hill. do you have any good news for us, lisa? >> rep

medical exam related to her concussion a few weeks ago. >>> 26 hours before the fiscal cliff deadline and for now, lawmakers have hit an impasse. what happens if no deal is reached? specifically, how much would you pay in taxes? there's a calculator online to help you figure that out. we have a breakdown. >> if you want to have a sense of how the fiscal cliff could affect you. in terms of how much more you would pay in taxes, let's take a look at this great tool right here, from the tax policy center, it's called the tax calculator, it allows you to plug in all sorts of information about yourself and family, to find out how your taxes would change based on all sorts of factors. it is an estimate, we can't predict the future. there are some really good ways to find out how the fiscal cliff would hit you at home. we've taken a couple generic examples, we can't to show you those right here. if you look at a married couple with one child in college. if this couple has an income around $39,000 tax bill goes up 2,700 $. look at that right there. that's a big chunk of money out of that incom

. >> we went over the fiscal cliff. yep at midnight and then just a couple hours later, the senate came up with a solution. now it's off to the house. the house has to sign off. they will get back to work this afternoon. what's in the deal? well, it starts with the new income tax threshold. those folks agreed to let the taxes go up but only on the family who is make over $450,000 in combined income. the itemized deductions will also be capped at $300,000 for families. and the estate tax, that was a big sticking point for lawmakers, and now the tax rate goes up to 40% for estates that are valued over $5 million. so if you're under $5 million, you skated there too. other key points are an extension of the long-term unemployment benefits. the renewal of tuition and child care tax credits and then something called the doc fix. it reimburses doctors who take medicare patients. and what about the automatic spending cuts that were supposed to go into effect today? doomsday, yikes. they put those off. but only for two months. that's the plan that the senate stayed up real, real late to accompli

. the clock is ticking, 12 hours before we hit that fiscal cliff deadline. if a deal is not reached, how is it going to affect us? the tax policy center crunched numbers. here's a couple scenario. if you're single with no kids and you make $50,000 a year, you you see your taxes go up by $1500. now, take a married couple with two kids making $100,000. they would see their taxes go up $5300 a year. i want to turn to christine patrolman m romans in new york to talk about the people that are really, really going to feel this immediately and it's going to have the greatest impact. who are they? >> the first people to feel it are on extended federal unemployment benefits. for them, for 2 million of them suzanne, on december 29th, that was the end of the last week of unemployment benefits for them. so immediately hundreds of dollars a week of unemployment benefits go away. for everyone else, anybody who works at a company and pays payroll taxes, your taxes will rise. it looks like that will happen no matter what. your pay dhek will be p smaller no matter what because the payroll tax withheld wi

. lawmakers have just three days left to get a deal done in time to avoid the fiscal cliff. even if a deal is thrown together at the 11th hour, senate majority leader harry reid says what they come up with will be imperfect. and some people aren't going to like it. i spoke with independent new york stock exchange trader kenny polkari earlier and asked them how wall street is reacting to the looming fiscal cliff. >> we've come right to the 11th hour. the -- the fact that there's going to be a substantive deal that comes out of this in the 11th hour is probably nil to zero, right? essentially in my sense, it's easier to go over the cliff. then there's clarity, right? taxes will go up, spending will get cut. the market will know what is going to happen. it can only get better from there because then you'll get legislators that come to the table, that try to cut taxes and raise some spending, and they'll argue it from a positive point of view and stand up and say, rah-rah, look what we, did right? it won't get any worse if we go over the cliff. if there's a bandaid, it leaves complete confusion, there is no clarity, the market will prob

about for more than a year. now, as the new year's deadline approaches, the fiscal cliff may be moving to a later date, in 2013. it is part of a possible deal that is forming at this hour. this, of course, represents the $3.6 trillion the u.s. government spent last year, unless congress reaches a deal when the new year hits. so too will the fiscal cliff. $600 billion worth of tax increases and spending cuts. it is supposed to be automatic. but now republicans are suggesting a delay, the president just spoke trying to add pressure to congress to avoid going over the fiscal cliff. listen. >> my preference would have been to solve all these problems in the context of a larger agreement, a bigger deal, a grand bargain, whatever you want to call it, that solves our deficit problems in a balanced and responsible way that doesn't just deal with the taxes, but deals with the spending in a balanced way, so that we can put all this behind us focusing on growing our economy. but with this congress, that was obviously a little too much to hope for at this time. >> let's turn now to chief white house correspondent jessica yellin. let's talk a little bit about the outlines of the deal, th

to go before we all go over the fiscal cliff. that meeting lasted for an hour and five minutes. now on a story where every second and every maneuver counts let's get right to chief white house correspondent increase ka yellin. the president says he's modestly optimistic but he also presented a backup plan. does the president really think it will come to that? >> at this point, no. they don't. because the white house is hopeful, first of all, that the agreement that the senators are working on can actually move forward after the meeting here. there is a modest uptick in enthusiasm about that possibility. but as for the backup plan, there's no real likelihood that would ever come to a vote. because republicans would likely block it in both the senate and it would likely not come to a vote in the house. so that's really more rhetoric than it is reality and we have to hope for option "a," getting an agreement in the senate, if we're going to avoid going over the cliff. >> rhetoric versus reality, that's always a tricky place to be in washington. listen, this is serious high-stakes polit

votes in favor of the fiscal cliff deal that passed the senate in the wee hours of the morning. biden is playing a major role in the negotiations. jessica yellin is at the white house. jessica, what is the mood after the vice president's meeting there? >> reporter: hi, deb. first of all, the vice president's motorcade just got back here to the white house. so clearly work continues. there is a sense still that things are progressing and this is going to come to completion. it's not surprising to anybody that there are concerns by democrats and that some of them would voice them. the vice president's meeting lasted about 90 minutes. obviously if everything was smooth sailing, it would have lasted much less time. so but they're used to that. vice president biden has done these deals now three times. and he goes up there and is sometimes the punching bag and listens to what democrats have to complain about, takes it all on board, explains to them. one person in the room i thk tweeted out and described it as a bit of a filibuster by the vice president. but he is done now and back and the

a lot that didn't make it into the fiscal cliff bill and even if this works out, other potential battles lie ahead. cnn's tom foreman is joining us with a closer look at those battles. what are you seeing, tom? >> in the last hour we were looking at all of the things that the house republicans just hate, especially the budget hawks there. look out on the floor here. look at all of the different measures included here. if you look at this and you're a house republican who is very concerned about the budget, your fundamental complaint is that you see a lot of tax increases out here and almost no controls on spending which they think have to be part of the deal. but it goes beyond the deal that the senate approved last night. there are other meures still looming that those house republicans are concerned about. first up on the list, the debt ceiling. we hit our borrowing limit with the federal government here. we can only borrow so much money as thourzed by congress. think about it like your credit card company. if you want to borrow more, you have to ask for more. money can be shifted around for a couple of month. by late february, however, we're going to have to have this fight over the debt ceiling again and many

the meeting that may be the last best chance to keep the country from going over the fiscal cliff. right now, the leaders of the house and senate are sitting down with president obama in a search for an 11th hour deal to prevent severe tax hikes and spending cuts from automatically kicking in with the new year. cnn's chief white house correspondent jessica yellin is getting new details. jess can ka, what are you hearing about that meeting? >> reporter: candy, the president is going to explain or reiterate the position he took on friday, that he would like a plan that extends tax rates for people who make $250,000 and below but raises them for those who make more than that. that it extends unemployment benefits for americans. and if the president, i'm told will say if he does not get an agreement to that plan, he will ask the other leaders what they can agree to, what what they would like instead. if they cannot come up with a proposal that will pass the house and the senate, will ask for a vote on his measure. but that meeting, candy, is still going on. congre congressional leaders arrived at the white house for a last-ditch meeting just days before a new year's deadline. back on the hill, pressure

days ahead of the fiscal cliff, which includes an across the board tax hike that congress has tried but failed to undo. cnn's dana bash is with us from washington, our senior congressional correspondent. we spoke last hour. you told us that hour speaker john boehner was to convene this conference call to decide whether or not to call the house back into session. we know the senate is supposed to convene, but nothing can, of course, take place until the house is in session as well. do we know the results of that conference call? will boehner reconvene the house? >> reporter: i'm told by a source familiar with the call, which just happened within last hour, as you said, that no decision was made on the schedule or timing for the house. as we talked about an hour ago, the leaders in the house have promised the members that they won't be called back without 48 hours notice. so at this point it is wednesday afternoon, they won't even be back, the earliest, until a saturday, if they haven't made a decision today. but, of course, it is true, basic civics tells us all this, that nothing can get done until the house and senate pass it. however, the action, which is really focused on the house up until now, will be an
